It's unlikely that an on board clearance system would be implimented successfully, certainly in the short term.
The easier fix is to address the long queues that are now reported by these officials that amount to "a bad dream" (Their words not mine)
The entire arrivals area needs to be upgraded, and also facilities to allow "self clearance" with the "E" passport system used elsewhere needs to be implimented.
If this were done, and waiting time during peak periods shortened up significantly, the issues surrounding the express arrivals services would largely evaporate.
The next 18 months will determine whether the concerns voiced by the various interested groups mean anything at all.
