You will need to go to the National Park office to arrange to get to Menjangan on a small boat, accompanied by a guide.
The snorkelling is as good or better than anything else on Bali as you access from the shore to a steep drop off just a few meters out.
I suggest that you spend one night in Pemuteran at one of several small hotels there.
At Pemuteran, off the beach you can see an interesting coral regeneration program using electricity....it seems to be working.
