Just got back from Bali couple weeks ago and my brother and mate got tattoos done at Mr Dolphins (I think that was name). Its opposite the Ramayana Resort+Spa in Kuta. You can see sign from street but have to go down an alley. Both works were good. Very clean room. Yeah that is probably about the price they paid I think an hr. Mind you in Australia its usually double that an hour. And both times they organised and bartered on price after tattoo done, which was bit odd.
