It isn't unusual. Unfortunately for visitors who aren't aware of anything BALI, they can be put through this unfortunate situation. Thinking the porters are there to take bags and thinking they're probably paid for it, they let them take the bags innocently not knowing they're gonna want the spondoola to go with it.
I've heard of it happening quite often to those less bali travelled.
I for one take my own bags, and make sure they don't get near mine at the carousel. But a lot of people do use them and give them a couple of aussie dollars. It's not much money to us, but a bit to them.
