Most unusual, as the porter would have to take the bay, and then wait for whoevers bag it is to front up for the "argument" or business opportunity depending on the travellers response.
There should be no argument.
Just ask firmly for the bag back and that's the end of it.
If any problems take the details on the porters ID.
This could be used later in the event of a formal complaint, although this is most unlikely.
It may be that all bags are cleared from the carousel, and stacked on the floor at one end by porters or bagage handlers.
Once this is done, porters have no right to handle your bags unless invited to do so.
It was likely an isolated incident.
