You can check if your i-Phone is unlocked by placing another sim card in it from a different carrier, eg. if yours is telstra put a virgin sim in it. If the new sim works then your i-Phone is unlocked, if it isn't unlocked you can get it unlocked by whoever your carrier is or wherever you purchased your phone from, this will cost you. You could take it to Bali and someone there will unlock it for you...also at a price but cheaper than your carrier, you can also unlock yourself by following the prompts, just google for the site that shows you this.
Once in Bali you can use a Bali sim card in your phone, I used a Pro XL and had no problems with texting and phoning bith local and to Australia. I also could log onto the internet through the sim card, unfortunately I didn't have my phone setup to recieve my emails but I was able to facebook, google, btf etc. When in internet cafes with wifi I could do all of the above and recieve my emails...go figure.
You can also use your own sim card when in Bali and place your phone on international roaming...THIS WILL BE VERY EXPENSIVE. Turn your phone off international roaming when overseas.
I'm not sure why the original poster has had trouble getting a sim card for her phone. Hope this helps.
