Unfortunately no one can predict the future even if they do think they have the powers.....they are lying to you.
Your wait at VOA is also going to depend on how many processing booths are open, how many people on your flight, how many people on the other flights, your exact time of arrival, the other planes exact time of arrivals.........etc etc etc.
You will either have to run the gauntlet or book VIP VOA if you are sure you are going to get stuck in a line and want to get out of there. I am in NO WAY advocating VIP VOA, I have never used and never will. I was blessed with patience and good pair of sturdy legs.
IMO VIP VOA should be free and reserved for the elderly, disabled and people with young children (including pregnant ladies).
Either way it is up to you. You may find that you get through quite quickly without VIP VOA, but you aren't going to know until you are actually there Im sorry.
