Are you sure you upgraded to 440?
The 'smallest' meter that I've seen in Bali is 440 watts, all electricity is 220 volts. Our 'local' style house (one bedroom, one living area, local mandi) had a 900 watt supply which was enough to run one light with a rice cooker on (drawing 800 watts), fan off while rice cooker on!. No TV. It was the standard meter that all the other houses in the village were on.
Our larger home in Lombok had 2500 watts and it was enough to run the basics, no air-cond or tv, but a fridge and water pump from the well.
My friend's luxury villa which accommodates 8 + 4 staff pulls 15,000.
