First section or post on the page is about Serangan which you are familiar with.
This is where the Turtle Conservation and Education Centre (TCEC)
is & the temple.
This is also where we often visit & the photo of the beach was taken
Second section or post on the page refers to the "zoos" where turtles are penned (and other animals) where you can pick them up, sit on them etc.
Tours leave from TB in boats as you were offered.
As per BRon's post re 2 places...where these turtles are the locals refer to it also as Turtle Island.
From what I can gather both are relatively close/smaller island nearby.
See maps also in first post which shows Serangan & smaller "islands" close by
eg :
"Not far from TCEC is Turtle Island, which provides a different turtle experience. It has similar pens, but different rules. Here the turtles are handled and star in home movies and holiday snaps for the thousands of tourists who flock to the much-publicized turtle zoos run by six different local community groups. There are attempts at education, but these fall far short of the mark. However, the local communities, poor as the wet sand of decimated mangrove forests, are trying their best within their limited understanding of animal welfare.
In a kind of suicidal naivety, locals tell visitors to the turtle zoos they are welcome to handle these animals. Handling of any protected species is outlawed in Indonesia"

The zoos/farms are also referred to as Turtle Sanctuaries which I think often causes confusion between this and the TCEC.
