I'm not flying Garuda this year so haven't heard of any changes, but that's how it worked last year. I guess the system has changed since I last booked. Though I didn't pay cash at their office. I paid by online banking transfer, and faxed the payment form to their Sydney office. They advised me over the phone and again by email what their accepted payment methods were when I made the booking.
