These days most areas in Bali where there are hotels there is everything else you need, it is not hard to get away from it all and still be perfectly safe. Your 3 year old will open many doors for you as the locals fall over backwards to make sure you are safe and happy, as suggested try Lovina or Amed even Candidasa is different.
You can get good cars and drivers with rear seat belts we will only ever use a car and driver that has seat belts for our kids if we are driving for any distance. There have often been threads in regard to child saftey seats do a search, or wherever you are staying in Legian I'm sure someone will know someone who can arrange it:)
