hi there depending on how active your father is i would rule out most places on the bukit as is steep climbs to and from water.
the beach breaks from kuta to seminyak are only average at best and really only surfable on high tides
I would think some where in the tuban area would be good a bit quieter for the 77 year old but close enough to the action if you want it. Its where all the boats are for kuta reef middles and airport left surf breaks so should suit everyones needs.
At that time of year sanur side the wind blows onshore all the time

You may be better of getting two ajoining rooms in a hotel
