I'd recommend you check the arrivals for four or five days to see if most of the flights are on time. Weather caused delays should be minimal for that airport.
My Korean Air flight arrives early morning and I checked to see if there are many other flights. I found from mid-night to 3 a.m. there are not many flights. I believe there are many flights during mid-day which will cause long VOA lines.
Anyhow the website www.baliairport.com/flight-status-arrivals-departures should prove to be a good source for reliable information for you.
