I would say that a very large portion of the various hawkers on the beach are not from the local area,inc baliboy,michael the wood man donny the sunglasses guy and many many more so if the Banjar was to be fair,LOL AS IF,there would be many more licenses up for grabs.
There is obviously a chance that it is just the Banjar posturing before once again hitting "the non locals" with a licence increase compared to what a "local" pays for a licence,which as far as I am aware "non locals" I.E. dont live in Legian,already pay around 10 times what a "local" pays on a monthly basis for a licence to sell on the beach.
And some people think the only discrimination in Bali is against the bule.
