Of course they have access to otherwise confidential information....they are officials and are supposed to know who you are.
This would be the most two faced, mean suggestion I have seen on this forum, and promotes toying with local peoples lives and incomes.
I expect it from many of the VIP brigade, one of whom seems to be you.
Fair minded people will either use or not use the service as they see fit, and leave the spiteful minority to run the gauntlet.
