I stayed at a place just like you described in Legian last year, can't remember the name - and I could find it if I was there, but can't recall street names etc to direct you. Not much help!
These sorts of places don't necessarily advertise or have web pages. What I do is book for one night somewhere (like Camplung Mas) and then walk around and find a cheaper place I like. To get the cheaper price you have to go further away from the beach.
The one I mentioned above was legian - from Melasti, where it crosses Jalan legian, keep going away from the beach (it's a smaller street) cross the next main road and it wasn't far from the corner. This is on foot as these might be one-ways.
Pool, fans, bathroom, not too noisy, clean. Was about 90,000 per night for two, no breakfast.
