45 minutes may be within Garuda's check-in counter closing, but you may not get through to boarding in enough time to board. There are sometimes long queues when you go through security and immigration. If there are several flights leaving you can get held up in immigration for quite a while.
Recently it took me over an hour just to get through from the door of leading into immigration through to the departure lounge. Luckily I had allowed enough time. I also had no checked in luggage and had checked in online (not with Garuda)
