VIPVOA services has been around almost from the introduction of VOA. If Garuda had a service I suspect they decided to stop due to the legality of the whole situation.
Immigration at Bali are notoriously corrupt. The government doesn't seem to have the will to do anything serious about it. Even the people caught red handed stealing VOA money (charging for a 30 day and recording a 10 day and pocketing the difference) were only made to pay back the money. No jail time, no loss of job.
