Last trip I took heaps of food (cheeses, olives, limes etc etc) as we were staying in a villa in the sticks. No probs. I didn't declare the food and I used Hadi's VIP VOA service. As far as I am aware (and I know I will be corrected if I am wrong) there aren't many (if any) restrictions on taking food into Bali. Can't recall anywhere on the paperwork a section about food.
If you declare the items you are taking for your children then you run the risk of having them (the food items, not the children) confiscated or having to pay "duty" on them (ditto).
Apparently if you see a white chalk mark on your bag you should wipe it off to avoid your bag being closely examined.
Bali is a HUGE adjustment for small children - if you can ease things for them by taking their fave (& healthy) snacks then do so. Not many healthy snacks available for kids in Bali.
Also take their favourite cuddly toys. And always take a Fun Bag containing paper, colouring pencils, quiet toys, surprises etc etc when going to a restaurant. There is nothing worse for tiny tots, their parents & other diners than a grizzly, grumpy bored kids.
