Just follow everyone. The first queue is for Visa On Arrival payment. You pay your money (and it doesn't matter what currency you use - you will get change in Rupiah - poor rate but not worth worrying about).
When you have your receipt you go forwards to the next queue. Show your Visa receipt, hand over your passport & immigration card that you were given & filled in on the plane.
Passport gets stamped, you take it back & put it in a safe place then go wait at the carousel for your checked luggage. Then you go through Customs. If you see a white chalk mark on a bag most people wipe it off (apparently it means that Customs should go through your luggage). Then out to either find your name on a sign (if you are being collected) or buy a taxi voucher from the Taxi window.
If you wish to pay extra you can use a VIP VOA service (erratic sometimes). Plenty of info here - just search for VIP VOA. Dennisc has a friend who does this. I used Hadi last trip & was happy with his service.
Basically with VIP VOA you are met when you reach the terminal in Bali - your passport & enough money to cover the fee & visa are taken from you. You go through to the luggage carousel (some services have a lounge you go to) while the VOA & immigration things are taken care of by the agent. He will also take you through customs & get a cab for you if necessary. It's a good service if you are nervous &/or if there are several planes landing at the same time.
The main thing is to relax. The worst that can happen is that you'll be stuck in a queue for a while - no biggie.
