The Indonesian with PR and Aust address needs to register at their consulate/embassy and get a stamp in the passport. The stamp lasts for 5 years and you can come and go 3 times a year I think, but I can't recall what the length of stay is per visit.

When we lived there for 12 months, husband had the stamp already. He was there from November through November following year and didn't pay fiskal on the way out back to live in Aus.

As an aside, they have streamlined the fiskal process at Bali airport. Used to be you that if you had an exemption you filled out a form and got a receipt to show at immigration, which was a time consuming process sometimes with long queues. Now they just check your passport and give you a stamped ticket which you give to immigration. Much, much quicker.
