Most of the 'wholesalers' are in Celuk. I think you said you went there but it was expensive - you have to get off the main street where all the expensive shops are. The inexpensive shops are down the little lanes and in the back streets. Your taxi driver may have also been up for a big commission which adds to the price.
The cheapest I've found was Komang Adi in Celuk. They had a range of silver necklaces, can't remember if they had any really heavy ones, but worth a look.
Also, Yasa Silver in Celuk who sells silver by the gram and makes to order.
