Here's the low down on licencing and insurance in Bali. (there is plenty in the archives though)

You MUST have an international licence with it endorsed for you to ride a motorbike. IN otherwords, you must have a full or provisional motorbike licence in Australia. You won't get one endorsed if you have L plates in Oz.

You get these international licences at RACV or equivilent in your state for about 30 bucks for 12 months

You are not covered by insurance if you ride a bike in bali without a valid international licence. However you WILL be covered up to 200cc bike if you have the correct licences.

Bottom line is, if you don't have a licence in Oz, you'd be crazy to go and ride in Bali. Fall off and get hurt, and the cost could be enormous!! You'd be stupid to do it. But, people do..yo can get a licence in bali, but again, no insurance applies.
