You only use it if you have no further text to put in the body of the message. The purpose of using it is to save people the time and bandwidth of opening up an empty post. If you put it in the Subject line most people will not open up your post. They will assume there is nothing more to read. I only opened your message because I missed the EOM amongst all the other symbols in your header.
