Line up at the first set of booths. Looks like ticket sellers at the show booths and buy your visa there. Then line up on the lines that go out to behind the booths. I think people get confused when you just say line up and get you visa then line up for immigration. If you get there are there is lots of flights in there are lines going everywhere and people just join them when they are not sure.
