If large amount, the safest way is Travellers cheques. The rate maybe slightly lower but you are guaranteed to be able to cash them or replace if lost. I assume your services are priced in US$ but can pay in Rp.
As for when to convert, that's a gamble. 87 cents is a pretty good rate at the moment, but will it go up even further? Feeling lucky?
