as with anyone who recommends a driver, restaurant, shop, tour guide, massage lady, tattoist, tailor, laundry, money changer, Hotel etc etc etc.
People have friends in Bali, and try to push a bit of business their way, so perhaps more promotion than advert.
As for ripping people off, that is a thoughtless comment.
The various providers of the express services (VIP/VOA) all have fixed and very open fees.
The traveller looks at the service offered and the price charged and decides if the service is of value to them.
As long as you are of sound mind, and have a reasonably mature thought process, I would think it's pretty hard to get "ripped off" under these circumstances.
As a footnote, I have used a couple of official VIP service providers, and one "unnofficial" one.
I have been happy with the return on my investment each time.
The lady that Dennis has the contact details for was as good as any I have used.
If that's advertising....so be it.
