Its a new alcohol permit that has been introduced which applies to selling alcohol over a certain percentage. All hoteliers were warned of the pending licencing requirement but many chose to ignore it and, when visited by the inspectors recently, chose to give them a bit of curry about it. As a consequence quite a few resorts have found their bottles of spirits sealed into a box awaiting the correct permits. They are idiots. The permits only cost rp250,000 and are valid for 3 years but they are now going to find themselved wrapped up in red tape and Indo bureaucracy for as long as it takes!
