voa is "visa on arrival" the payment you make before going on to the immigration queues. Cost depends on the amount of days you are staying in Bali.

Vip is "Very important person" so if you pay a fee, extra on top of your visa charge you can be met in the terminal when you get off the plane by locals then they take your money for visa & your passports. You are taken to a room or area to sit & wait while they pay your visa then they go to the front of the immigration queue to get your passport stamped. They will get your bags & wella you are free to leave the airport. Can sometimes save you hours queueing to get through visa & immigrasi.

This is seen by some as a corrupt operation. It was recently cancelled & seems to be again while aurotities investigate. Seems someone is taking visa money for a longer stay but then the paperwork is fiddled to show payment for a shorter stay. The excess money is pocketed by these someone's.Many companies/people will advertise to offer this service to you. You organise before flying to Bali & pay the fee once outside the airport doors.
