Just dress appropriately before you leave home for arrival in Bali so that if you have a long wait in terminal then you are not sooooo hot!
Have your 25USD ready and check your VOA ticket is correct.
Yes they do seem to go slow. I have also been in a long line in December waiting to get thru, there were other planes that had landed. Some were from Japan (and these travellers tried to push in. Didn't succeed though!)
I also flew there last October and didn't have much of a wait at all.

I live in Perth, so coming back is a different story. Our airport scans everything but they also have customs officials going up and down the line to see what you have to declare or not and send you to the appropriate booth. We always find it easier to have something to declare, as our stuff gets checked, then that's that we are out.
I appreciate our airport doing this, as it helps make our country safer and also helps prevent disease coming in. The process does take the shine off the holiday, but that's the way it is.
