worked is not quite right.
Tourists were not being overcharged.
What was happening was that numbers are kept of how many tourists arrived daily (currently 7,535 a day).
The immigration officers then simply took this overall number and fiddled with it. For every "tourist" that they moved from the 30 day visa tally onto the 7 day visa tally they happily pocketed the $15 difference.
