Don't blame VOA staff. Don't blame immigration staff. Rather it depends on just home many planes land at a specific time AND how many staff the authorities actually roster on. We flew AA in July - through VOA & immigration in probably 15 minutes, collected bags & actually in our hotel receprtion in under an hour - BUT - ours was the only plane landing at 8.30am. If unsure, search airport flight arrival stats & be forewarned.
