tourist drivers licence

We are p[lanning to get international tourist drivers licence when we get there for scooter hire. I believe you go to the police station in Dempasar with your passport & drivers Licence. Issued for $10aud valid for 4 weeks. I just wan't to know do you actualy have to do a driving test to get it?
