I stayed at Mercure 10 days and Seaview 10 days last August.

Mercure-It was our honeymoon so wanted an "oceanview" room, plus I quite enjoy a little reefbreak viewable to the left :) While they did leave a little cake on the bed upon arrival, when I asked about the ocean views the porter told me to stick my head out the window as far as I could, then turn it right, see a little bit of blue, thats the ocean!! Basically it was a "hard rock car park view room", so downatsairs I went and reminded them with printed copies of emails, that I had booked and they had agreed to, an ocean view. I did this really politely and the next day we were given the room we wanted, perfect views over the beach/ocean, lovely room, very clean, bathroom clean as a whistle, best hotel I have stayed in in kuta (others being Barong X2, Kuta seaview, Bakung sari) The pool on the roof is small but definately has the best view. Luckily we could get a lounge, theres only about 10 or so, when we went up to relax over sunset (most of the days were spent outside the hotel, beach / shopping etc. Breakfast great too. Booked through Accor(i think) and pre-paid as we could save a few bucks that way.
After the wife went back home, to work. I moved on bymyself to Kuta seaview. They didnt have my booking, I showed them my email confirmation, I sat and waited. Watched as other guests left early and had a terrible fight with staff. (Mercure = staff care about customer service...seaview = customer service so so.) I had a ground floor room (no view of the sea, just of the other guests rooms) it STANK!!!! so bad, not just a little, but a terrible smell. I again politely asked the staff to do something, anything !! they put a little circle thing (like you see in public toilets) under the grate in the bathroom (I guess the sewerage from the whole hotel was just a few cm under this grate, sure did smell like it) so after a surf I came back to the room and it smelt like a public toilet!! I went out for dinner, came back and when I breathed in my room I could taste the chemical smell of the toilet smelly thing on my tounge. So back to the office I went and asked really nicely if anything could be done, they showed me a room on the 3rd floor (twin room, ground floor was double) no sewerage smell up there, from the balcony I could see the ocean, nice and private, unlike the ground floor balcony where I had to look at the people in the room opposite, 2m away. They said sorry, we cant give discount for this room, you pay same price as double, sure no probs I said as I breathed in the FRESH air.
so Mercure, good, but very hotel like, not much chance meeting people, no friendly bar atmosphere, but very nice rooms and clean!!
Seaview, stay upstairs, bit older.
Both hotels surronded by great restaurants and shops in the heart of KUTA!!
hope this was helpful.
