it all depends on how many international flights are coming in at the same time as yours, where you are sat on the plane (front off first), how many staff are manning the booths (loads of booths but usually only 2-4 are manned), how quick you get voa paid (Us dollars as opposed to those wanting Exchange/change from other currencies and credit cards), also whether your flight has the correct immigration forms to fill out on the plane as opposed to having to find them at the airport and then fill them out!
You have to queue first for voa and then again for immigration. Then to go through x-ray and then wait for luggage, then through bag check whcih you may have to queue for too!
