You can bring back commercially prepared food from places like breadtalk (cakes, donuts etc) but cakes with cream/custard or things like moon cakes with whole egg yolks not allowed.
All food should be declared regardless of what it is (even lollies, choc, teas & coffees etc) but its highly unlikely you're going to be fined for not declaring biscuits..
Dairy from Indonesia is ok as it's not a foot & mouth country but it's got to be commercially packed with ingredients.
