You are right. Air Asia sets the exchange rate inside the plane to make a profit. If you do not have any Rupiah, you will have to accept their poor rates.
Ealier this year, I flew with Air Asia X from Coolangatta to KL. The exchange rate offered in the plane was $A1 = 2 MYR, whereas the current exchange rate is $A1 = 2.8 MYR.
My suggestion is that if you are only making a small purchase, not to use large denomination $A notes. as you will be stuck with a handful of Rupiah exchanged at a poor rate.
