Can be purchased up to 30 days before your intended trip from either duty free shops near where you live or at the airport. Certain items that you purchase, have a look at the site already suggested can be expempt of duty taxes (duty free). The usual things suchs as cigarettes, alcohol, cameras, some phones, i-pods etc.. Have a look in a duty free shop to get an idea.
If you buy in your local department/electrical/camera store....say a $400.00 camera and accesories you can then claim the tax back at the airport on your departure. This really helps if you need to learn how to use your camera before your trip, you can unpack it and practise with it, say it's an i-pod you can fill it with music ready to go. You must remmeber that everything that is listed on the reciept (must be over $300.00) is taken to the airport with you, including batteries, the packaging can be chucked out but you must have everything else with you. Once you go through customs you will find the claim counter in the departure lounge and you will get your refund credited back to your credit card. You will not get cash back. Of course doing it this way, getting the best price at a department store you may find it is cheaper than duty free shops anyway so can't claim anything back.
