If the VOA official is using an exchange rate of $A1 = $US0.84, then $A30 should be enough. However, the VOA official uses the rather poor exchange rates offered by the Airport money changers and then rounds it in his favour, so I would expect that he would want more.
When I asked the VOA official for a receipt this year, he gave me a brief receipt and another Rp 2,000.
