they mean that another sim card from a diffo company or the same can be put in your phone and its works. Simple way to find if yoru phone is locked/unlocked is to open up take out your sim card and put in someone elses, then if it works and you cna make calls then yoru phone is unlocked, if it doenst then its locked and you must then get it unlocked. Most mobile companies will let you unlock your phone for a FEE.
What most on here do myself included is take an old mobile with me to bali and then by a bali sim card when there and use that.
Mobile international roaming is very expensive to make and recieve calls for your self and those calling you.
