the time you are going is fairly busy generally so be aware of that-plus the weather can be uncertain which can affect ferries/boats to Lombok so you may need to be flexible somewhat.
If you want to stay in Legian as opposed to Kuta can I suggest Legian Beach Bungalows- it is very central being on the road to the beach ,is small, clean ,has a small pool and lovely staff. Rates are 90-150,000 Rp with breakfast. The cheaper rooms have fans, the more expensive ac.There is no hot water but is not needed really.
To go to lombok you either need to organsie yourself-cheaper or get a deal from someone.
Basically you need to go to padang Bai ( 80,000 rp each with Perama buses- negotiate on a driver ) and then buy a ticket at the cafe where you will be dropped.Perama can organsie it all for you if you want to.On the slowboat you can get there fairly cheaply- the fast boat is more-look up Perama for prices.
Seminyak is overpriced in my opinion. it is far pricier than Legain/Kuta and has not much to offer that is any different.
Ubud has lots of cheapies- head to the top of MOnkey Forest Rd and as you head down turn into the first laneway on your right.Walk along there and there are losmens/gueshouses by the dozen from 50,000 per night upwards. basic but clean. The Kabena is 60,000 for a room (down the land towards the rice filds) the family are beautiful and the breakfast is delicious.
Down MOnkey forest there are lots but you pay more than the laneways.

not sure if that helps at all but I will try to answer any specific quesitons.
