I haven't stayed at either but have walked through them both......if it was my dad and first trip to Bali I'd say Jayakarta Club Bali. Reasons being location, Seminyak suites is a bit more upmarket and a small resort and a bit out of the way if you haven't got your own transport...taxi's are fine but you miss so much. From the Jayakarta your dad can walk to the beach, to the shops, to the many restaurants around that area. It's more busy so prepare him for the hustle and bustle but then more opportunity to meet people. Many bars around for a drink and a chat. Hope this helps. Have stayed at Peninsula many times and it's nearly always available and is a beautiful resort, very much 5 star but is so out of the way.
