If this service was to be offered to arriving visitors, it should be subject to a Government Ministry Decree showing it to be an Official Service approved by the Government and Tenders called from "Interested Parties" as is normal busines practice.
There are very stringent regulations in place for anybody passing into the "sterile" area prior to Immigration. It is up to the Airport Authorities to ensure that these protocols are strictly adhered-to and ensure that security guidelines are not compromised.
I sincerely hope that this practice is stamped-out until officially sanctioned and therefore 100% legal in every respect.
