You go though the Channel on the right hand side of Immigration with the Indonesians so it will depend on how many other planes arrive at the same time and how many Indonesian Citizens and Tourist Visa holders are on them - if you search the archives you will find many instances of non-Indonesians having gone through VOA only to be waiting for their Indonesian spouses to get through Immigration.
