I have stayed at the Jayakarta Hotel and Residence at Christmas. All the restuarants north of the Jayakarta are covered and are unaffected by rain. You can walk to the resturants or catch a taxi. If you carry a plastic poncho you will be alright.
In truth, the heaviest rains are in late January and February not Christmas.
If you venture down to the one way section of Jalan Legian in Kuta, you will find frequent traffic jams as many Turis Domestik have come over from Java with their cars.
