people are most concerned about your 3 year old doing something only a 3 year old would (eg. putting fingers in dodgy elecetric socket)....
Only you can answer this one but if your 3yo is a good sleeper why not postpone your evening meal until after she is in bed and asleep... chances are that will be the night she stays awake till 10pm though. But isn't being a parent all about going with the flow. If that happens plan it for the next night.
With 3 yo safely sound asleep in bed, 13yo with phone and Beach Melati Appartment people to look out for her choose a restaurant close by and off you go.
The difficulty you face in your decisions is leaving your 13yo to look after your 3 yo or leaving your kids with a complete stranger.
Neither option is perfect. And I do think we give our trust to easily when we're on holiday. Would we leave our kids here with someone we've known for only a week or so.
That said, I've left my kids with sitters in Bali!
