If you are staying in a hotel where the staff speak English and have good emergency procedures in case of fire etc and you talk to whomever is on charge that night, reception and security so they are aware that your children are alone in case of an emergency (such as a fire in the building etc). If you are in a hotel where the staff don't speak good English then maybe not. Remember Balinese are wonderful with children, its other people you need to be concerned about. A 13 year old girl can be responsible but a male tourist may not be, so she needs to be introduced to whoever is on security that night and not open the door to anyone else. Get to know your hotel staff, especially your security guys, then make this decision. Some security staff are wonderful, some fall asleep at reception and people can step over them and they wont even stir. Also, once you check in you can see where your room is located, this makes a big difference, if it is not tucked away in the back or down a long dark path etc, these things all make a big difference.
