To literally go around the perimeter of Bali would take a minimum two days, and that is just allowing a sleep stopover and nothing else.
You would be best to target one area to travel to, and spend a couple of days there relaxing and looking around.
Maybe Candidasa, padangbai, Amed ??
Car and driver will be available for around 350 - 500K per day depending on the vehicle and your other expectations.
It may be a scheme to try and latch onto another small group for travelling with, to share the costs etc.
