Roasted peanuts still in the shell appear to be allowed. If they get confiscated the loss isn't great as they cost only 'peanuts' to buy over there.

1. An Import Permit is not required.
2. Consignments are to be inspected by the Quarantine Officer to verify that they commercially prepared, roasted and free from live insects.
3. Raw or unprocessed nuts will be seized and destroyed or re-exported at the importer's expense."
