If you go to the left (south) the path/roadway goes all the way to meet up with the beach road then right on to Kuta.
If you go right there are several good restaurants and a couple of 24 hour convenience stores.
Immediately outside the Jayakarta and to the left there's usually no vehicle access, to the right there are cars & motorbikes after about 100 metres.
Unfortunately to keep the vehicles out there are metal barriers across the path - one to the right about 100m and a couple more to the left a bit further on. But there are heaps of strong young chaps around and hopefully with a bit of Balinese ingenuity they could get you and your wheelchair over or round the barrier to get access to the restaurants as the taxi trip around takes a bit longer with the one way roads
